Default Jdownloader file download queue problem? Refuses to force start or obey download lim

For the last day or two it seems to refuse to download more than 2 files at a time from different sources, I set it to 5 but I only see two running.
I try to force ones to start that I know should start immediately like youtube links, but nothing happens. Under the "connection" column the triple ^ arrow icon appears indicating "waiting for a prioritized start" but youtube shouldn't require a wait right?

ok.
Yea after the two files finish the queue stalls out and nothing is downloading even though the "start downloading" arrow is still active.

Upon further testing it seems to have fixed itself as I trimmed and added more items to the queue, perhaps I removed corrupt entires, I don't know. But in any case I had woke up to the thing just "running" no downloads when there were plenty to still download. Anyways so far so good...ah well.

Perhaps the queue should check if there is actually download active if in running state? Perhaps give error or skip bad entry automatically?
