Just saying JD does not work from first to last item it is constantly checking on the fly "which download to start next".

That is most likely not true.
Keep in mind that JD cannot and will not go only by those priorities.

If you e.g. set the highest priority to a filehoster which only allows 1 simultaneous downloads...
