Here is one workaround you could try:
Settings -> Advanced Settings -> Search for "bouncycastle" -> Enable -> Restart JD and try again
If that doesn't work:
Looks like a possible firewall/AV issue or your ISP is blocking here.
Can you download fine via browser?
Try to use a VPN/proxy and see if it works then.
