It's possible your virus/firewall is causing trouble.

Allow java and javaw in your firewall and virus software. Disable (or un-install) the port 80/html/web scanner in your virus software.

Although your fee isn't too high for that speed, your download volume is restricted. Aren't there any ISPs in North Wales that have unlimited plans? BT is a neo-communist organisation and I would never sign a contract with that crap. Fees are way too high and service is below average. Aren't there any specialised forums in your region?

I always try to find unlimited plans even when the speed would be (or is) restricted. As long as the speed stays acceptable (for instance when streaming video) I can live with it. Anyway I'm forced to limit my speeds in all my download programs, because I run out of disk space too quickly.
