It's been like this since the beginning, see
JDownloader can only download a file if the current quota is enough to download the whole file in one go.
JDownloader requests the whole file and therefore require the quota to be large enough.

For GDrive it's a different cause. They have a share/traffic limit on public shared files and then require an account/being logged in to download the file. Login is currently broken/in work.
