Videos are offered in three different formats
1.) Audio/Video in one file, eg mp4, Resume/Chunks supported
2.) DASH, Audio/Video are seperated, Resume/Chunks supported, requires postprocessing to merge Audio/Video back into one file
3.) HLS, Video is split in many many small parts/chunks, Resume/Chunks is NOT supported, might require postprocessing to merge multiple parts back into one file

JDownloader does only download and there is no converting taking place.

YT limits the downloadspeed to match the required bitrate of the video and that would explain the slow download speed. So either you haven't enabled or YT has disabled this or the video is provided as format 3. Also your ISP might throttle the speed to match the bitrate
