If Nitroflare uses https, your ISP can't see what you are doing, just that you are connecting to an ip / port. If Nitroflare isn't using https, then yes they can see what you are downloading
the only difference (vis a vis the isp) if Nitoflae is using https and you using a vpn is that your isp can no longer see that you are connecting to a specific ip/port. they still can't see what you are actually downloading.
