Settings->Plugins->search for twitch
and disable *best quality*
Reason why this happens is, 1080 is chunked version (source) and chunked versions may have issues / no longer be fully available, so JDownloader prefers the recoded high 720p version instead.
If you want I can add another option to not prefer recoded versions.
