could be cached / or proxy ? some ISPs offer faster local downloads over external downloads?

I know some browsers used to lie on download speeds, basically download started when you clicked and request was sent for the link, you then get dialog to save to location, and you have downloaded say 10MiB of 100MiB and the timer starts at 0 after you select location to save. so 0-1 second you have downloaded at 10MiB/sec yet your internet is not capable of that speed.

This should not be the case with JDownloader but maybe be possible if your system is under load and GUI is out of sync to what the download core is doing. But not sure, just guessing.

Don't fight the system, use it to your advantage. :]
