Ok, we have settled that it's not possible/supported.
Regarding the why, I will give you a simple example. Let's say you have two packages, one with books to learn C++ and one with books for java.
If I want this week to learn C++ I don't care about the Java books package, I just want the C++ books. If the Java books get downloaded I will have to deal with the space they take and organize them.
