Since I first tried it about a year ago, Netload has always been very slow for free users. The actual speed varies depending on the load on the server. Where you live is also important. Undersea cables, trans-Siberian cables, or satellite connection will slow down communications.
Some ISPs and or National Routers filter some of the download hosts. This might also apply to netload.in.

Please change both max.con and max.dls. to 1 (temporarily). Please make sure that you set the timeouts in Settings -> Download & Connections -> Internet & Network to 120000ms for both values.
If you are using MS Wnd 2K or XP, read (and apply)
Optimizing Your Internet Connection and restart your computer. If you are using MS Vista or later, the OS does the optimization automatically.
Start JDownloader downloading a large netload file and measure the speed that netload is downloading for you (with no competition for your local network).
I am running a test on Nightly (I have several other downloads running right now that I do not want to stop, so I cannot test Stable right now). I am seeing free speeds from 2.5KiB/s to 18KiB/s (it seems to average around 7.5). It does not appear to be stopping.
Once you have an idea of how fast netload.in is downloading, you can increase max.dls. by 1 at a time until the netload.in download starts to slow (then decrease max.dls by 1).
