Seit einigen Tage bekomme ich bei Streams, die nur für DE-FR freigeschalten sind, nur noch eine nichtssagende 404-Fehlermeldung von arte.tv zu sehen, da nicht in D oder FR wohnhaft, z.B.

Wenn ich mir aber die entsprechende API-URL selber bastel, bekomme ich auch ohne Proxy Zugriff auf die Video-URLs, und kann sie auch runterladen.

Also ist nur der Zugriff auf die Website beschränkt.
