Default Disabling Download Completed Notifications...
The question is simple. How to disable it?

And what is this "Waiting 1 minute and 30 seconds" before the download?

disable balloons in settings-interface
and for waittime
depends on the hoster you are downloading from
some free hoster has waiting time before the download
