I don't see us adding such delegation feature but you can setup multiple installations/instances of JDownloader and control them via MyJDownloader, see

You can also develop your own tools/scripts to *delegate* the jobs. MyJDownloader has public api doc and there are client implementations available in many languages. It's a feature with very limited use as it only makes sense if you have access to multiple different WAN IPs. You can easily setup multiple proxy/connections to make JDownloader use them for downloading and spread downloads accross the connections.
