not downloading while decrypting, why?
Why is JD waiting for the decrypt of the previous file to finish before starting the next download, isn't that a waste of time?

if its mega related, or ffmpeg merging, this task is conducted post download, but is part of the download routine. Thus holds the download slot open until finished.

It mega related yes, I'm always thinking "you could have downloaded the next file/part already during the time you are decrypting" since its also a really fast hoster. Both actions take the same amount of time. So its just pausing the progress there, could work twice as fast.

Decryption is part of the download process. Extraction may fail, download might be broken and other errors. And depending on the result of the download, the decision for next download might be different. Eg retry, try another mirror.... That's why the decryption is part of the process. Just increase max downloads. In case your system cannot handle the decryption and download speed (you can find other threads about same topic) then it won't help to decrypt and download in parallel.
