Jdownloader 2 shows offline files, even though when i click "open in browser" it starts downloading in chrome normally. they are direct resumable links

Very likely the link is also bound to session/cookie and that's why it doesn't work in JDownloader.
You can test yourself to create the link and then use different browser in incognito/private mode and try to download
