Default Downloads start several minutes late (for example wipfiles.net)

I don't know why, but for a few months now, when I add files, the download starts randomly: sometimes it starts immediately, other times even 40 minutes late. It does not depend on the limit of simultaneous downloads. I use windows 10 pro 64 bit

@levin: what exactly do you mean? when you add links, they first have to be moved manually/automatically to download list and then JDownloader will try to download them, but waiting times on file/IP may cause waiting times or other ongoing downloads may use the download slot and your settings don't allow more concurrent downloads.
We can't really help without more information. Please provide screenshots of the problem and what exactly happens/JDownloader is doing?

When a link is added to jdownload download list, the download (or the countdown for waiting time) does not start immediately. Sometimes I have to wait several minutes before it starts. In the screenshot you can see a link to wipfiles.net just added (and as you can see neither wait time or download is starting) but it happens with every host.

This is the same behaviour when you reach your max simultaneous download and you have to wait at least one download ends before your new download starts. But in my case it does not depends to simultaneous download (I set it to 20): jdownload stop my new download also when i'm downloading few files.

Some plugins (like the one for wipfiles.net) do start downloads sequentially.
This is not a bug.

No, it's not a sequential problem. In shared screenshot (but you can't see all download from that screenshot) there are no other wipfiles download active.

I use jdownloader from years and I'm not a newbie, I create my crawljob and I'm an experienced user.

I have this problem with ANY hosting. Just few minutes ago there were 2 gozofinder.com downloads waiting for start and 0 gozofinder.com downloads active.

**External links are only visible to Support Staff**... another problem but I'm quite sure it's related with the other one. As you can see I have 3 download working but there are 4 downloads stuck in "booting..." state.

I think there is a connection between these 2 problems because it's like jdownloader tries to access to hd resource (or another type of resource, maybe internal cache or db or log file) but sometimes it's "halted" for a lot of minutes and can't start. Other time it's fast, 0 waiting time. Other app like Chrome, eMule and Tixati (bittorrent) don't have this behaviour
