Default question about audio quality

What I'm wondering is if you download audio that has 192 kbps and 128 kbps is 192 kbps better quality because it's a better bit rate from the original upload? or is 128kbps the audio that is made from the original upload. i did notice that some 720p videos you download have 192kbps audio instead of 128kbps and it's confusing for me

I guess that highly depends on the quality of the upload but general rule of thumb would be that higher bitrate would hold better quality
Don't know if 192 would also be available if uploaded is of lower quality.
