not a member: Download speed Very limited
registered member: Limited download speed

I do not think it would decrease the speed from 1.2 MB / s to 100 KB / s for a free account.

For an unknown reason, for several days blocked at 100 Kb / s, today it is back to normal at 1.3 MB / s

You really mean 60/70 Mbyte/s? That would require 1Gbit/s connection. Or yo dou mean 60/70 Mbit/s?
What java version are you using on the nas? login via ssh/putty and enter
java -version

I need the full java string. (full output of that command)
whats your download speed on http://cdn8.appwork.org/speed.zip

What NAS model exactly do you have? This can also be limited by CPU power and https downloads that require lots of CPU power for high speed

Okay, then it's the hardware of the NAS, seems like CPU doesn't support hardware acceleration for aes and therefore slow https
