Default How to assign the maximum speed to Hoster A?

Assume I have currently running downloads from
Hoster A and from Hoster B.

Now I want to assign the maximum possible speed to Hoster A.
All speed capacity exceeding the needs of Hoster A should be assigned to Hoster B.

How can I achieve this?

Currently Hoster A is downloaded with comparable small speed.

How do you think this should work
A and B send different max speeds. How will you assign all to A and rest to B, when both are sending. You know that you do not really throttle/limit, you can only *push back* the sending side!
