I still don't get why "un-forcing" shopuld bring any benefit:
Most of all times my guess would be that un-forcing will take more than stop & start again.

...though of course if you took several minutes to go through your downloadlist and mark downloads for force-starting, the ability to un-force downloads may be helpful.

It makes sense because...
... I applied 'force download' to e.g. 50 files, but realize that I made a mistake. Downloads are already running!
Now I want to correct my mistake by 'unforcing' those files, that I tagged by mistake.

BTW, it is the same procedure as with those other 7 priorities (highest ... lowest). I can change the priority of each single file any time, without having to stop anything.

I see it as follows:
  • Priority 0: Forced Download
  • Priority 1: Highest
  • Priority 2: Higher
  • Priority 3: High
  • Priority 4: Default
  • Priority 5: Low
  • Priority 6: Lower
  • Priority 7: Lowest

(Meaning if you got a big downloadliste and/or force a lot of items, your request may make sense.)
