Not sure if it helps, but I use Uploaded behind a VPN and have had no issues with it. Even when I've changed the VPN server, which changes the IP address, a few times during the day.
So I would agree it's not a Jdownloader issue and would also suggest it's not overly sensitive to changing the IP address, which suggests something else is going on.
