Default files move between packages using arrows

When I move items using the arrow buttons it is possible to move the file to the closest package (up or down).
Once defined, the files should remain within their package.

However, sometimes you want to move files to a different package and this is the only way to to do that. So the present behaviour may be odd, but it's useful.

If you want to move the package as a whole, select the package, not the individual files.

so let's modify the behavior
if i move by with the arrows - stay within the package
If i drag and drop - allow to move between packages

this way we prevent accident by clicking on the arrows once to many times - their behavior is rather erratic

But it's not a fatal mistake, (unlike a delete) just press the down arrow and it goes back.
