It probably depends on language selected for JD2 and OS settings.
Mine is Polish and I've got HH (24 hours ) format for time.

JD2 User Interface Language English...
but it is possible 24h format without changing the language to Polish?

it seems to use system date time formatting 'time(long) date(short)' at least that my logs match/comply with OS 'customise format' in the 'date and time' tabs

what's your point exactly dj ? that's a response header sent by the hoster, it has nothing todo with your system settings.

only the --ID line info is set by JDownloader, and like I said above it uses system settings via os (window) > java date/time api

We can only change the time formatter from --ID:106TS:1430659183328-5/3/15 3:19:43 PM

but NOT from Date: Sun, 03 May 2015 13:19:44 GMT
as it is the original response from server(text)
