Default Weird speed capping bug

The last few days I've been capping my speed at 60mb/s download. But my downloads will only ever reach 40mb/s download. So I took off the cap, and my speed jumped to my 100mb/s download max. So obviously 60mb/s is possible, but for some reason JD is not letting me reach it when the cap is on.

These files are going through real-debrid service if that makes a difference.

Is there maybe a setting causing this issue?

Hi,
the speed limit is spread on all existing items.
Maybe some of them had a serverside limit while some would theoretically allow more.
JDownloaders' speed-limit currently is not a complex handling though it will work fine for most of all users.
