When I try to reach link with "exe.io" address, this message appears:
"Plugin defect! Cut-urls.com"
Is it possible to fix it?

Your example link is wrong, you have to use the link that shows up after opening that link
exe.io/6 chars ID
Works fine here, please create a debug log. Enable Settings->Advanced Settings->Log.debugmodeenabled and restart JDownloader. Now try again and after error create a log, see https://support.jdownloader.org/Know...d-session-logs
