[NOT a JD issue] Really slow downloads ?

Currently down to a sixth of my normal speed on downloads.
Ran a bunch of different speed checkers and my connection speed is as fast as always. But every download even if I increase the number of connections and simultaneous downloads it never gets past a 1/6 of it's speed.

The speed limiter has not been checked.
