Default Updater cannot connect to the internet

I just did a fresh install of Windows 10 x64 1909. I have no antivirus installed and both Windows Defender and Firewall are disabled at a registry level.

Could someone please help me out to figure out why the installation is unable to connect to the updater?

Thanks to anyone able to help out.

I ended up installing malwarebytes and running it. It found some type of PUP (unwanted app of some sort called Relevent (sp?) software that was the cause of this).

PLEASE DELETE THIS POST (unless someone might benefit from my experience)
