Default Preservation of Polish characters

I need a regular expression PERL/or other solution to repair Polish letters, attach a list:

"Ä…"=>"±"
"ć"=>"æ"
"Äâ„¢"=>"ê"
"ó"=>"ó"
"Å‚"=>"³"
"Å„"=>"ñ"
"Å›"=>"¶"
"ż"=>"¿"
"ź"=>"¼"
"�"=>"£"
"Ó"=>"Ó"
"ü"=>"ü"
"ä"=>"ä"
"Å‘"=>"ö"
"�"=>"Ö"

A large text file has been saved as TXT.

Why regex and not simply Search/Replace in Texteditor of your choice?

Even incorrectly it showed Unicode and Polish letters in this forum.
Regex would be faster now and in the future, because I have too many damaged documents. if convert HTML (PHP???) to TXT UTF-8. All the tools I used destroy Polish letters.

Does not display filename and renaming file correctly (Polish letter). What to do in this case?
Windows 7 OS Polish.

My post has been removed by a moderator on a different topic. If it were such a simple solution, someone could give a ready solution to the regular expression, but I will add that many people familiar with the given situation gave an unexpected and incorrect regular expression without checking if it is actually correct. It is really google, but you do not always get the solution for a specific topic, because the users have even the first problem, which has no beginning on the internet, which is unique.

I tend to remove posts which have NOTHING todo with JDownloader and or regex help which he has been told numerous times in the past not to ask here, but to try regex test websites or programs to test patterns against.

Just moved all theses post in a thread which it has nothing todo with, aka off topic / thread hijack.
