I'm wondering if this is a long existing bug or if I'm using it wrong.

If I right-click in the Download's list and select "Clean Up -> Delete Selected & Finished" it only deletes the selected link and not the dozens of finished links.

Is this broken or not implemented?

And if so, is there a one-click way to remove finished links?

"Delete Selected & Finished" does just remove the finished links that are SELECTED
Either select all links or in download list, at bottom menu bar, there you will find the "cleanup" action. Right of "Add Links", there you will find little popup menu and then can use "Delete Links: Finished"
You can also customize the rightclick context menu and add this cleanup method to it
