As you can see in the picture, despite the error the Package (top item) indicates 100% progress but the file within the package does not indicate this. Why this inconsistency?

The file it self also indicates a different, more helpful error than what is being reported for the Package but I guess this is okay as the Package could contain multiple files with differing errors.

Impossible to tell without logs and example links.

Errors can happen at any stage of the download and also after the download (aka write permission issues, CRC check failure, decryption error) which indeed can lead to seemingly inconsistent states like "status 100% + error" or "progress more than 100%".
