i try to add this plugin to headlees qnap jdownloader but can't find this plugin, how can I install it on my setup. I need pobierz.biz and nopremium.pl to work. Can You help me?

You cannot "add plugins".
JD does by default include all plugins which exist for it.
You can find it under Settings -> Account Manager -> Add -> rapidtraffic.pl
If you can't see it there, your JD installation might be broken/outdated, see:

Yes, i found them and attached but they don't work at all tried both on wplik.com which they claum to support but they don't. Got premium on pobierz.biz and nopremium.pl multihosters but both don't work on JD2 on PC and headless qnap. Nopremium.pl plugin works great with qnap downlods station. It can be downloaded from their się but not for JD2

It doesn't work because "wplik.com" is not in their list of supported hosts:
nopremium.pl/clipboard.php
--> If it is supported, please contact their admins and ask them to put it on that list then it will work in JDownloader.

pobierz.biz:
Fixed.

Pobierz.biz doesn't work either but probably newer JD2 must be published and after update it should work i guess.

How can i add on headless device plugins like pobierz.biz?
There is no pobierz.biz in plugins i can only see it in account manager. Will it work this way?
On windows JD2 i can see it in plugins section but not in qnap headless installation?
How can i setup this multihoster there?

Yes that will work.

I've also logged into rapidtraffic.pl again:
While the missing entry of "wplik.com" is 100% their fault, I've added a workaround which will additionally grab a list of supported websites from their websites (that also includes wplik.com).

I got response from nopremium.pl but not such I was expected. They claim that:

Good morning. Most hosting services require downloading files on the server, therefore they are not supported in jdownloader. Links to files can be pasted through the website and then the generated links to files can be pasted into jdownloader. Regards.

If that is really the case, my changes won't fix this issue.

Please simply try and provide feedback.
Also, we do support serverside generated downloads but the admins of nopremium.pl would need to provide an API endpoint and documentation for us to properly do so.

nopremium.pl is not working unfortunately this way after some waiting time it switches to free hoster wplik.com

1. pobierz.biz:
Download-attempt is running into a timeout -> Not a JDownloader bug

2. nopremium.pl:
For nopremium.pl, the following error happens upon download-attempt:

1001=Aby dodać pliki z wplik należy zaznaczyć opcję pobierania plików na serwer

-> Also not a JDownloader bug.
Also the website is also failing.

Please keep in mind that none of these two websites is providing an API which makes using them in JD even more unstable.
I'd recommend to switch to a more stable multihoster.
