Default Stopping Mega download at a pre-defined percentage.

Is it possible to stop a Mega download say at 98/99%? Because decryption locks up my hard drive for quite a while. Disk usage is at 100% for the duration.
I am using mobile data and my operator provides 1 hour unlimited downloads after midnight and nearly 10 minutes was used in decryption during which DL speeds fell from 40-50Mbps to just a few hundred kbps. If I can postpone decryption for later I would be able to use the entire hour.

Decryption mustn't slow down a system that *hard*. Even slow power embedded systems like Raspberry PI can achieve better numbers!
What are your system specs? HDD/SDD/USB2/USB3/Network drive?
What OS?
This sounds like something else is the cause of this HUGE performance drop

Acer Nitro 5 with Intel Core i5 8250U, WD 1 TB Blue HDD, 20GB RAM,Nvidia MX150. Silicon Power P34A80 512GB NVMe as OS drive but its equally bad due to thermal throttling. HDD temps. rarely cross 46-48C. CPU usage is pretty low. Its just the disk I guess. FWIW while downloading in IDM when its stitching together the downloaded parts the disk is pegged at 100% but it finishes much faster.
Most of the files are in the 3-7GB range.

The WD is internal one in a SATA III port. I will try in an ext. USB3 HDD next to see if it makes any difference. I download via Vodafone LTE over WiFi AC hotspot. Windows 10 May 2019 x64.

I made a mistake in the OP. During decryption DL speeds fall down to few hundred kbytes/s so around 3-5Mbits/s from 40-50Mbits/s avg.

Have you already found time to test different destination drive? Your system specs should provide more than enough power. Are you downloading to the WD drive? tried to download to the NVMe?
Also please do a speed test of the WD drive. Eg CrystalDiskMark

I haven't had time to test with an external one yet. Hopefully in a day or two.
Because the NVMe drive throttles pretty quickly I am forced to use the secondary WD drive for downloads. That way at least I can keep using the system w/o slowdowns.
I have attached CDM ss for all 3 drives. The Toshiba external appears to be much faster than the WD.
In my old C2D laptop I had the same WD drive and it exhibited the same issue as well, only worse as it was the system drive as well.
I will try in a Linux distro to see if it makes any difference.

Sorry for the late reply. Vodafone has removed the Night Unlimited plan all of a sudden. If and when its restored I will be back with the results.
