Does the speedgraph show a red line? if yes, check if you have entered a valid speed limit. If yes, check firewall/av. If JDownloader shows speed X but system still loads at full speed then it is 100% caused by firewall/av because it loads the file and then forwards data to JDownloader.

What host do you download from?

check firewall/av
If you have enabled speed limit and speed graph shows red line, then firewall/av intercept the traffic

Also make sure to set correct speed limit!

this is user error, red in the speed graphic indicates you have limited download speed to 890MiB yet your are only downloading at 1.49MiB. Unless you have 10gigE you wont be downloading at 890MiB/sec. Since you have said that's your MAX and you want to download a half the speed, your clearly have the wrong value... it should be 1.5/2 = 0.75MiB, Change the value to 0.75MiB or use 768KiB
