Recently I've noticed that all my downloads will start downloading go to 100% then get stuck at starting... and won't proceed to the next download or take very long. It is like that no matter the host.

I can see some ReadTimeouts in your log but nothing out of the ordinary.
Can you download the same files fine via browser?

Hi yes, I can download the same files via browser. I think I have found the issue.

When my max simultaneous download is larger than max simultaneous download per host it'll run into the issue.

E.g. My max simultaneous download is 4 and max simultaneous download per host is 2
As I may have a bunch of files that are hosted on mega (Batch A) and another bunch of files that are hosted on google drive (Batch B). So 2 downloads simultaneous running in both batch A and batch B for a total of 4 downloads.

I'm not sure if a recent update changed something but I think the issue starts to pop up if you only have a batch of files from one host running atm i.e. only a bunch of files from mega, so only two downloads running but when those reach 100% they get stuck at starting cause of some conflict?

When I set max simultaneous download to equal or less than max simultaneous download per host it seems to run fine.

No this can't be the cause and also the latest update did not contain any changes which could have any effect on what you've reported.
