Hi,
For the last couple of weeks, no matter which file I download, JD is limited to 10 kb/s (see attached screen capture, upper right corner).
Downloading by using any browser has no such limit.
Can anyone help with this issue?

Please check "Speed Limit" under "Settings" beside "File".

I have same problem before. Now it SOLVED! Just check in your "Download" tabs, in the bottom corner, there is a little "Setting" icons. Click on that and uncheck the Speed Limit!
