Default skipping a duplicate with a different extension

Unfortunately, a frequent recurring problem is repeated downloads of files with the same name but a different extension (rar, zip)

What can I do to make the file skip automatically with the same name and only a different extension?

In Short: That's not supported because there is no way to know that two files are the same when filename differs.
Question is: why the same file but different filenames?

the publisher has for some time changed the rar compressor to zip. In addition to new items, it also adds reuploads in zip format. I do not need them . Therefore, the files have the same name but a different extension.

He's our expect for eventscripter script. Maybe he can perform some magic and create a script that can handle this mirrors/duplicates
