my stupid ISP don't change my IP address if I reset my modem, so i wait 15mins for every file.

Is it possible to run utorrent in this waiting time and after 15mins, torrents will stop and jdownloader will download with full speed?

Your ISP isn't stupid. Your ISP is one of the more advanced ISPs because it assigns a fixed IP address to its clients. It enables you to set up web servers, which isn't possible when you get a random address whenever you connect.

For advanced cable and ADSL2+ connections a fixed IP address is the rule and in general, these connections are way faster (up as well as down traffic) than classic cable and DSL connections.

Did you try the Event Manager? You can launch any program when a download is finished. If you would be able to schedule µTorrent sessions of 15 minutes or send a quit µTorrent command before a new jD download starts, then your requirement is solved.
