I would like to have another option in the settings under download control: delete link.

So if i use several host, it will delete links of the files already downloaded.
Now it start to download again when it have extracted the files.

if the link is skipped then it should not get downloaded at all cause its disabled.
note that these funktions work on file level, not on link level

means:
if the link A in package a is loaded and extracted
link b in package c does not know about that and if no file exits on disk will load it again.

you have to make sure that all interchangable links are in the same package.
