Default Only uses maximum download speed when in the foreground

Hi,

I noticed some weird behavior with JD in the last two months:
The downloader is only using the maximum download speed when the app is in the foreground (aka the windows is active). It's easily visible in the graph in the upper right corner. Downloads are slow at around 0 to 200kb/s and once I made the window active they immediately spike up to my maximum (which is 3000kb/s).

Any idea why that's the case and how I could fix it?

I'm using OS X Mavericks but I guess that doesn't make a different.
