Try this:
Settings -> Advanced Settings -> -> InternetConnectionSettings.preferredipversion -> Set this to IPV4_IPV6 -> Restart JD and try again

I also changed my DNS from automatic to Google's Public DNS, ipconfig/flushdns, restarted PC before doing what you said

Here's something I did...

I turned on my VPN and changed to USA, after that I was able download from Krakenfiles using JD2.

When I downloaded from my browser I didn't turn on VPN and still managed to download

Open cmd.exe and enter:

ping s6download.krakenfiles.com

What's the output?

It could still be a DNS issue as your browser is most likely using DOH (DnsOverHTTPS) while your system is using your default DNS server which for some reason does not resolve s6download.krakenfiles.com.
