Default Download queue auto adjustments based on speed.

Sometimes a host is really slow and not using all the potential bandwidth, it would be nice if there were a way to set a "if download falls below x increment download limit by x, up to x" feature. and of course it would have to be elastic and reset back to the original limits upon the next file start before it runs the check again.

settings > advanced settings : filter: auto speed
GeneralSettings.automaxdownloadsspeedlimit
