Default "Start Downloads" behavior is unexpected

Recently, I have clicked the "Start Downloads" button and all links in my LinkGrabber tab were pulled into the Downloads tab, where auto-downloading of them started up.

This was not expected behavior, as I recall "Start Downloads" only acting upon enabled links in the "Downloads" tab.

How can I ensure that the "Start Downloads" button will only start processing of links in the "Downloads" tab?

Advanced Setting to set/change default behavior:

GraphicalUserInterfaceSettings.startbuttonactioninlinkgrabbercontext
