May I say "JD's resume function depends on the hosts you are downloading from are resumable or not"?

I tried several files from fileserve and filejungle, stopped them in the midway, then tried 'resume', but all failed.

Resume will only work (for a specific hoster) if you have entered a premium account in JD.

Here is a partial list of "Resumable hosts". They're resumable for free loaders as well. Resumability of links is indicated by a blue circular arrows icon in the Host column.
