Default Spaces in filename get encoded when using packagizer

I have this rule in packagizer

https?.+\.zip#package=(.+)

The I use the the package as a filename.

The problem is when there's a % symbol in the filename, every space within the filename gets encoded to %20

Why does this happen?

RFC requires urls with spaces to be urlencoded with %20

Can you please share the rule? Either screenshot or export and attach here.
JDownloader should auto handle this by itself, so I need to check why it fails for you
