Default Always maintain the max number of chunks even when a chunk is fully down loaded.

Hello community, I'd like to suggest splitting the chunks that haven't been downloaded yet into new chunks so that the current number of chunks being downloaded is always the same as the maximum allowed, that would make the download speed more or less constant during the whole download process instead of gradually being decreasing as each chunks is fully downloaded. Thanks.

Is a planned feature of the new download system which the developers are currently working on.

The new core itself is *nearly finished* but I still testing different ways where/how to store the meta(chunk/progress) information as my current approach(additional info file) is working but causing lots of other work.
