I'm unable to reproduce this issue.
According to your log, this is the download limit you hit (their website-html response): Code:

You have reached the download-limit: 9000 Mb for last 30 days

Maybe you've first started a download via browser and then hit this limit. Additionally I wasn't able to find the message you saw in your log but that's also a common errormessage shown by such/this filehoster(s). By starting a download and then trying to start a 2nd one via browser you can easily reproduce this which then results in e.g.: Code:

You have to wait 59 minutes, 36 seconds till next download
Download files instantly with <a href='**External links are only visible to Support Staff**>Premium-account

Not a JD issue! Change your IP and reset all wupfile.com downloads in JD (caution; deletes download-progress!!) or restart JD to make it try again. -psp-

@Dreamy2: no real changes from our side. Please provide a debug log. Enable Settings->Advanced Settings->Log.debugmodeenabled and restart JDownloader
rightclick refresh the account and create new log
