Default Who can watch and track me?

Can my service provider or anyone else see what I'm downloading when a service like Rapidgator is downloading to JDownloader?

What if I'm using a VPN?

Type slowly so I can understand.

Depends on how you define *who* and *watch*
->Your ISP/VPN/Proxy (who) does see source/destination IP(what) and maybe your DNS queries(what).
->In case of unencrypted (http) traffic(what) it might also *see* the data itself

In case you're talking about the slow rapidgator downloads, you'll find other ppl being affected as well and it's still unclear
what exactly it is causing. Nothing common in ISP, Firewall/AV or router/modem.

Thank you for the reply.
No, I'm not asking about slow download times since, after living in SE Asia for 25 years, these speeds all seem fast to me.

What I'm asking is, can anyone including my provider tell the name of the file I'm downloading. If I'm downloading POPULARTVSHOW.ZIP can they tell I'm downloading populartvshow.zip?

I'm thinking since it's supposedly secure between any https site and my browser that they can not tell the name of the file I'm downloading BUT I also know that I'm often wrong, so I wanted to ask people that know way more about this kind of thing what the actual facts were.

If you download via HTTP, your ISP/VPN can tell this if they do packet inspection. Http proxy can see that information in proxy logs.
If you download via HTTPs, then general answer is no. Yes if "man in the middle" is able to use own valid https certificates.
