Default Event Manager doesn't work

The action "Reset download link" at "Application start" trigger for all links doesn't reset deactivated links. Why?

We can't now without log so please give us a log (read the following and klick on the pic)

ok so a log makes no sense in this case...

The problem is that JD started as usual and there is nothing relevant in log file refer to this problem.

Because it is not designed to activate manual deactivated links!

But links wasn't deactivated manually. There was a power loss, but computer was on ups. Firstly, internet disconnected and JD started to go down with the list with "No internet connection error". Secondly, I shutted down the machine to avoid ups battery to be discharged.

After I powered up the computer, I saw about 50 links were with status "deactivated".

So, I need the action that will reset links whatever its status.
