Default Req: Minimum total download speed to start additional download

Minimum total download speed:
Option to allow override max download limit if speed is below minimum.

Sub-option: Max additional downloads:
If user set max downloads to 1, and max additional downloads to 2, then JD will never go higher than 3 downloads even if they are all slow.

Scenario:
Some hosts are much slower than others. Even the same host can sometimes give slow connection when other times they give fast connection. This new option would start another download if max downloads are active but under speed minimum set by user.

Example:
Minimum total download speed set to 200kB. Max downloads set to 2. User has 2 active downloads but they are both slow so total download is 120kB. JD then starts third download that is 100kB and total download speed reaches 220kB.

This is related to several topics in the bugtracker (especially issue 310).

I added an issue requesting a new action that temporarily adds to Max. Dls. There also has to be a way to control it so that it doesn't repeatedly trigger, so I added a request for a minimum time between triggering option for the actions.

If this is approved, it will probably not be implemented until after the new Event Manager is in place.

its not that easy because speeds dont just add

example
dl1 = 100 kb/s
now i start dl2
dl1 drops to 20 kb/s
and dl2 is 180kb/s

thats because of the way how tcp/ip works! if dl2 can upload data much faster (more force ) then it will slow down dl1. only artifical throttling of dl2 can help here and thats not what was wanted!

but i added your suggestion to bugticket

vuze addresses the problem of slow speed with this option:

**External links are only visible to Support Staff****External links are only visible to Support Staff**

"Don't count torrent as using download slot if speed is below ___"


Since vuze is open source java project, perhaps that option can be adapted for JD and save time/effort

Yes, Jiaz^4.

I think Jiaz needs to write the enabling code (event manager, revamped download manager, status monitor, usw.). He can leave the simple things to other developers.
